A pigment liner draws with pigment ink rather than dye — the difference being that pigment sits on the paper and stays put, so the line will not fade with light or bleed when water or colour goes over it.

That is what makes it the standard pen for inking a drawing you intend to colour afterwards. Let the line dry fully before you wash over it — a minute is usually enough — and it will hold its edge under watercolour, marker or wash.
